What was the Scarman Report?
Lord Scarman was asked to write a report following the riots in Brixton.
What were the findings of the Scarman Report?
There were 3 key findings in the report:
  • The report suggested making racially prejudiced behaviour an offence.
  • The report led to the end of the 'Sus Law'. This was a stop and search law.
  • The report declared that the Metropolitan Police Service was not institutionally racist. This was a decision that the inquiry into the Stephen Lawrence murder case, in 1999, disagreed with.
